StarCraft League and War Rules

Preamble

The following rules should be read in the context of fair play. The administration tries to provide the teams participating in Clan League and Wars (CLaW) with a working environment, but can not guarantee activity. It's the team's duty to do all neccessary to not stall the procedure of an ongoing war/clan league season. Furthermore, the spirit of the rules should be followed, rather than the wording. The administration is more interested in seeing all games played, rather than in clans trying their best to bend the rules in their favour, while trying to force their will over a clan.


1. Version and Server



1.1 The latest StarCraft Patch, 1.16.1.1, is needed.



1.2 All Clan League matches are played on iCCup's StarCraft server, The Abyss.



1.3 It is mandatory to play all Clan League matches with Anti-Hack (AH) on.





2. Terminology



2.1 CLaW: Clan League and War



2.2 Clan: A Team participating in CLaW.



2.3 Clan Leader: The Leader of the Clan, responsible for Organization within the Clan and Conduct of Clan Members; there can only be one Leader per Clan.



2.4 Trusted Members: Clan Members of good standing, entrusted with assisting the Clan Leader.



2.5 Clan League: Event which is organized in Divisions with an even amount of Clans each; within the Divisions, Clans play a series of matches against other Clans. A Clan League Season consists of Clan Wars, followed by Playoffs.



2.6 Clan War: Event which stages matches between two Clans; a Clan League War consists of four 1v1 matches and one 2v2 match. These matches are played as 'Best of Three'. All matches have to be played out, regardless of the scores after the 1on1 matches.



2.7 Wildcard: The right to postpone a CLaW match; postponed matches (called PPs) are played at a time mutually agreed on by the Clan Leaders or Trusted Members, but have to be played within one week after the original date. Should no agreement be reached by the Clans, the iCCup Administration will set a date and time for the postponed match.



2.8 Walkover (WO): Technical Win awarded to a Clan whose opponent does not show up at the appointed time and channel, fully prepared to commence a match; the Clan having failed to show up is punished with a Technical Loss. The team to report a walkover has to take a screenshot with the /time command. Failing to add this information will result in the administrators to ignore the requested walk over.





3. Participants and General Rules



3.1 The iCCup Administration reserves the Right of Admission for each and every official iCCup Clan League match.



3.2 Only accounts that have been properly registered on the iCCup Website in iCCup Clan League matches.



3.3 By signing up for an iCCup Clan League match, players confirm that they have read and understood these Rules, and that they will abide by them.



3.4 Players may only be members of a single Clan participating in the Clanleague; it is the Clan Leaders' duty to ensure that payers are not members of another Clan.



3.5 'Smurfing', shared Clan accounts or 'Double Clanning' will be punished.



3.6 Players who are permanently banned from iCCup must not organize their Clans using Third Party Pages. Only regularly listed Players are allowed to participate in the iCCup Clan League.



3.7 In case of unforeseen problems, the iCCup Administration has to be contacted immediately.



3.8 Complaints about an Admin's decision have to be made in the Complaint Against Admin Forum, in the proper form.





4. Matches



4.1 All CLaW matches have to be played on 'Melee' mode; if Observers are present, matches are played on 'Use Map Settings' mode. Observers have to leave the game if one of the players disagrees.



4.2 All CLaW matches have to be payed on Speed Setting '7 — Fastest'.


4.3 The Basic Rules for bugs applies for CLaW games.


5. Maps



5.1 The Maps for the first match are chosen by the iCCup Administration and are displayed on the ClanLeague webpage.



5.2 The Maps for the second (and third, if any) match are chosen by the loser of the match just played



5.3 Maps may only be chosen from the current iCCup MapPack.



5.4 It is prohibited to play the same map twice in a Best of Three match ('Duplicate Map').



5.5 Once a match has been played, complaints about the map used aren't solved; it is the responsibility of all players involved in the match to make sure the correct map is used.



5.6 If a player uses an incorrect or duplicate map for the first time, he will be listed in the appropriate Forum Thread and a warning will be issued. Usage of an incorrect/duplicate map for the second time will result in the player being banned from participating in CLaW for one week; usage of an incorrect/duplicate map for the third time will result in the player being banned from participating in CLaW for one month; usage of an incorrect/duplicate map for the fourth time will result in the player being banned from participating in CLaW for the remainder of the ongoing Season.



5.7 An Incorrect Map is defined as a map not being part of the current iCCup MapPack.


5.8 A player may challenge a map as 'incorrect' or 'duplicate' up to two minutes into a match; if the opponent does not agree to host the match on a correct map, a CLaW Admin has to be contacted.



5.9 The Forum Thread mentioned in '7.6' will be updated before each play day; players and/or teams having been added to this list will be notified.





6. Adding and Removing Players to a Clan



6.1 A player coming into a Clan must wait two days (48 hours) before he/she can participate in a Clan League match or a Clan War. It is the team’s responsibility to add new players on time.




7. Clan League Schedule



7.1 Clan League matches take place once a week; the default time is Saturdays, 17.00 CET.



7.2 Since the time displayed by the game server upon usage of the /time command is mostly incorrect, please use this website to inform yourselves about the respective time zones / time difference.



7.3 The default meeting channels for Clan Leage matches are ICC-A, ICC-B1 and ICC-B2 respectively.



7.4 The time and channel for a Clan League match may be changed by mutual agreement of the Clan Leaders involved.



7.5 Clan League matches must be reported in the proper way and place within 72 hours of completion; failure to report in the correct fashion and time may result in the match being disregarded by the iCCup Administration.



7.6 If a Wildcard is activated to postpone a match, the iCCup Administration must be informed accordingly.



7.7 Observers are permitted in Clan League only if both players agree on their presence; an exception are official iCCup Observers or Streamers/Casters, who must be admitted into any Clan League match they choose to observe or stream. Complaints about non-official observers are disregarded by the iCCup Administration.





8. CLaW Match Procedures



8.1 The Clan Leader or a Trusted Member has to generate Brackets for the Clan War within 20 minutes of the scheduled start of a CLaW match.



8.2 If a Clan does not show up within 15 minutes of the scheduled start of a CLaW match it gets punished with a Tech Loss.



8.3 At least one Captain (Clan Leader or Trusted Member) and three 1v1 Players are needed for a Clan League match; if these requirements are not met, the opposing Clan may take a Walkover (WO) for the complete Clan War. Valid proof of a Clan's absence or failure to meet the minimum requirements (number of players) must consist of a time-stamped (/time command) screenshot of the default channel.





9. Lag Issues



9.1 In case of strong lag issues the players should take a screenshot with the /time command in the game. Both should try to play the game for more than three minutes and take a second screenshot. The screens and the replay of the game are needed when reporting the game. From the time difference calculated out of the screenshots and the time recorded in the replays, the admins can judge the situation. Failure to follow this procedure will result in the admins denying the case.


9.2 In cases of lag issues both players have to be replaced. Admins can decide to only replace one player, depending on their decision. Games can be postponed without wildcard if both players need to be exchanged and the minimum amount of players in Point 10.3 was met.





10. Wildcards



10.1 Each Clan has one Wildcard per Clan War, without needing the opponent's confirmation. A Wildcard only postpones a single match of a Clan War, not the whole Clan War itself.



10.2 A Wildcard only may be used by the Clan Leader or a Trusted Member, and only up to 10 minutes after the time a Clan War has been scheduled for.



10.3 Opponents must be informed about usage of a Wildcard, once it is being activated. There is no need to inform the opponents before a Clan War, but only at the time the Wildcard is actually being used.



10.4 A match postponed by a Wildcard must be played within one week of the time the original Clan War has been scheduled; failure to adhere to this Rule may result in the iCCup Administration disregarding the postponed match.



10.5 You must inform your opponents about the slot you're postponing.



10.6 The player originally set in the line up may not be changed for the postponed match.



10.7 Clan Leaders or Trusted Members have to provide time-stamped screenshots, to prove a Wildcard has been activated.



10.8 Default times for postponed matches is Friday after the last play day, 17.00 CET in the original Clan League channel. ICCup administrator may set a different time with respect to both players’ timezones. If both Clan Leaders agree, a different time may be used.



10.9 Postponed matches may not be postponed again. If both parties fail to realize the postponed game, the administration reserves the right to punish both teams and/or ignoring the games.



10.10 Players displaying the 'red X' may not participate in postponed matches.


10.11 Wildcards might never harm the clan, which met the requirements in point 10.3 If the players can't reach an agreement the administrators will make a rule in favour of the clan meeting the requirements.



11. Disconnects and Pausing



11.1 If a disconnect occurs during the first two minutes of a Clan League match, the match must be repeated; players have to use the same race as in the disconnected match.



11.2 If a disconnect occurs after the first two minutes of a Clan League match, players may agree who caused the disconnects and act accordingly; if the players cannot agree, a CLaW Admin must be notified, to decide on the issue.



11.3 Repeated disconnects by the same player result in a Tech Loss.



11.4 Every player may pause or unpause a Clan League match at any time, without giving a reason; complaints referring to pausing or unpausing a Clan League match are not accepted by the iCCup Administration. The administration advices both parties to follow the motto of fair play and not try to gain an advantage in these cases.



11.5 If player went offline without finishing the match, with the scores such as 1-0, 0-1 or 1-1, the opponent leader/trusted member has to take 2 screenshots with /time and /whereis (/whois) commands: the 1st screenshot has to be taken right after the player left the server. The 2nd screenshot has to be taken 10 or 15 minutes after the first one.



For example: is Playing with. After first game went offline with score 0-1. So has to inform his Clan Leader/Trusted Member about offline. Clan Leader/Trusted Member then should take the screenshot with /whereis and /time commands. 10 minutes after the first screenshot was taken and hasn’t showed up, take the second screenshot with the same commands and report the walkover in the forum.





12. Judges



12.1 Judges (CLaW Admins) are on the server during the scheduled time until the completion of Clan League matches to help in resolving issues.



12.2 In case a Clan League match is postponed, a Judge may be present if he considers it necessary.



12.3 Decisions taken by iCCup CLaW Admins may be challenged in the Complaint about Admin Forum, and will be reviewed by the CLaW Super Admin or the Head Admin.





13. Clan League Points System



13.1 Clan League Points are awarded for each won match.



13.2 The winning Clan receives one extra point. Example: 'Clan A' defeats 'Clan B' 3-2; 'Clan A' receives 3+1=4 points, 'Clan B' receives 2 points.



13.3 Tech Wins are awarded with +3 points, Tech Losses are punished with -1 point.





14. Reports



14.1 All players have to report the results of their matches before the deadline for Clan League matches expires.



14.2 Submitting fake replays will result in reversion of the scores of the match. If problems arise with the reporting system a CLaW admin has to be contacted.



14.3 Tech Wins may be reported either in the Chatbox or in the Clan League Forum; to report in the Forum, a new thread has to be opened.



14.4 Any report that needs mutual consent of both teams has to be answered with confirmation or complaint from both sides within 96 hours (4 days) after the original date. A failure to report within this time frame will be counted as confirmation and possible complaints afterward will be denied.


14.5 All Clan League scores must be proven with the replays. Opponent confirmation will be disregarded. The only exception is a technical loss (w/o).



15. Player Transfers



15.1 Player may change their Clan only once in three Playing Weeks.



15.2 Clan Leaders have to ensure no player who isn't entitled to play participates in Clan League.





16. Abuses and Punishments



16.1 Showing disrespect, using offensive and vulgar expressions on the Clan League Forum or during a CLaW Match are strictly prohibted.



16.2 Using software that is likely to give advantage over other players is classified as Cheating and is punished at the Administration's discretion.



16.3 If a player is absent for longer than ten minutes from the start of the Clan League match or Clan War, and if the Captain does not activate the Wildcard, the Clan is punished with a Tech Loss (0:2) for the match.



16.4 Skipping an entire Clan League war twice during a Clan League Season will result in removing the team from the Clan League. If a team is removed, the results of all matches are nulled for the stage. All the Clans of that Division will receive +3 points, no matter if they have already played against the disqualified Clan or not. If more than two single sets in a clan war are skipped, the administration reserves the right to give out sanctions depending on a case by case basis.



16.5 A banned team may participate in next Clan League season, starting in the lowest division. In order to play, the team must again register in the Clan League Registration Thread in forum. Clans that have been banned twice in a row may not participate in the upcoming season. The administration reserves the right of ignoring this rules in special cases, depending on the overall sign up results.





17. Smurf Games ('Dummies')



17.1 Every player may use only a single (his own) account from his Team Roster.





17.2 If it is proved that a player’s account has been used by someone else, the Clan in which the substitution has taken place is punished with 5 penalty points. The smurf account gets banned from Clan League and all its games will be reversed to 0-2. Repeated Abuse will result in the whole Clan getting banned and/or disbanded.





18. Merging teams

18.1 Teams can be merged; if one of the clans signed up for Clan League the administration has to be contacted and the process has to be negotiated. The administration's orders have to be followed.


18.2 If the merger has a bigger impact on the Divisions, the administration reserves the right to publicly discuss the matter, before automatically granting spots.



19. Playoffs



19.1 — The player participating in the playoff match, must play at least one CL game during the ongoing Clan League season or be signed up in the team's roster for at least one previous season, that shows in player's gaming profile.



19.2 — The games may not be postponed.





20. Miscellaneous



20.1 If two Clans finish a Clan League Season with the exact same number of points, the Clan who has won versus the other in the Season's Clan War receives the higher rank.


20.2 Relegations might be changed depending on the sign ups for the upcoming season.


20.3 Wildcards and postponed games should never have a negative impact on the opposing team. The administration reservers the right to deny postponed games, if the postponing party hinders the current Clan League season from progressing.


20.4 Some of the rules might be ignored if both clans agree on the matter and the overall procedure of the clan league is not negatively affected by this decision. For instance: two players can use a different map from the starting map, as long as both players agree on the change and the new map.


20.5 Changes from the standard procedure described in 20.4 must be reported to one of the ICCup CLaW Administrators or the Head Admin.

In case of unforeseeable and/or unforeseen circumstances, the iCCup Administration reserves a right to modify these Rules without justification or prior announcement.



Alterations of these Rules are not retroactive, i.e. have no effect on Clan League matches or Clan Wars having been held prior to the alteration.





This Set of Regulations comes into effect on April 23rd, 2013.
